Differentiated taxation for the progress of depopulated territories, prepared in 2019 for the SSPA Network.

A pioneering report coordinated by SIR SL defends the need to provide tax incentives to households and businesses located in depopulated areas to maintain and attract population and economic activity. It reviews the relevant literature and offers quantitative estimates of such incentive policies.

Housing in rural areas / The lever of repopulation, prepared in 2021 for the Tierras Sorianas del Cid Local Action Group.

To understand the multidimensional situation of the regional real estate asset, in its most relevant aspects, and to offer action references. This pioneering initiative set the tone for ambitious territorial revitalization initiatives in which the quality of housing and, in general, the quality of the real estate asset are a necessary condition for repopulation.

Operating Aid and the Fight Against Depopulation, Economic Impact, prepared in 2023 for the SSPA Network.

Analyzes the impact of the Operating Aid approved by the Spanish Government in Law 31/2023. These grants seek to compensate companies for the higher costs of developing their economic activity through discounts on Social Security contributions, with the aim of attracting and retaining population in the provinces of Cuenca, Soria, and Teruel, which are particularly at risk of depopulation.

Strategic Diagnosis of Rural Housing in the Province of Guadalajara, prepared in 2023 for the Guadalajara Depopulation Observatory.

An innovative initiative that sets the tone for ambitious, provincial-level territorial revitalization initiatives, in which the mobilization and quality of real estate assets will enable progress in the repopulation of Guadalajara's rural areas. The assessment highlighted the vast residential resources in Guadalajara's rural areas, which are generally underutilized.

The Luxury of Living in Cuenca, Soria and Teruel, prepared in 2024 for the SSPA Network – Sparsely Populated Areas of Southern Europe.

Living in the rural and urban environments of these three provinces is a luxury, and it should be so if we knew how to appreciate the many comparative advantages they offer. The report contains a multidimensional argument, based on a wide range of quantitative and documentary data, comparing living conditions in the provinces of Cuenca, Soria, and Teruel with those observed in more densely populated areas.

Solutions plan for the real estate challenge of the Ribera del Duero Burgalesa, prepared in 2025 for the ADR–Ribera del Duero Burgalesa.

The Plan's objective is to foster a more dynamic real estate market that encourages population retention and makes the area more attractive to new settlers and productive investments. The Plan is structured in several phases: 1. SWOT+CAME analysis; 2. Vision and objectives; 3. Strategic solutions; and 4. Technical actions (design of fifteen rural housing projects: inventory, municipal rentals, real estate services, youth housing, residential villages, etc.).

HabitaRural / Supramunicipal Housing Agency in rural areas of Cuenca, Soria and Teruel, prepared in 2025 for Tierras Sorianas del Cid, PRODESE and AGUJAMA.

A pioneering initiative developed within the framework of the HabitaRural Agency project, the objective of which is to facilitate access to housing in rural areas, improve the use of existing housing stock, and contribute to establishing a rural population. The Agency acts as a coordinating structure between municipalities in different rural regions of Cuenca, Soria, and Teruel, offering shared solutions in housing, rehabilitation, and regeneration of housing stock. Through the creation of digital tools, technical inventories, and catalogs of best practices, the Agency promotes a comprehensive and sustainable strategy to address housing challenges in rural areas.

Guadalajara as a vital destination, prepared in 2025 for the Guadalajara Depopulation Observatory.

The report analyzes eleven dimensions that define Guadalajara as a healthy, natural, livable, rural, residential, educational, entertaining, harmonious, accessible, entrepreneurial province, and, above all, a preferred lifestyle choice. Key indicators on quality of life, demographic attractiveness, public services, natural resources, energy sustainability, territorial mobility, and rural revitalization are highlighted. This publication is a useful tool for public officials, businesses, new settlers, and organizations seeking solid data and arguments to support rural repopulation, territorial development, and the revitalization of inland Spain. The report also proposes specific lines of action to strengthen Guadalajara's position as a true land of opportunity.
